Arthur landfall towards 23h15 local (03H15 GMT Friday) between the towns of Beaufort and Cape Lookout, the National Hurricane Center. Shortly before the hurricane had gained strength passing category 2 5-point scale Saffir-Simpson.
The hurricane moved with sustained winds up to 155 mph, moving at a speed of 30 mph before landfall.
The authorities issued a hurricane warning (step system in 36 hours) from Surf City, North Carolina, to the border with the state of Virginia, as well as areas of Pamlico Sound and the eastern part of Albemarle Sound.
The NHC, based in Miami, said in his newsletter that the combination of dangerous storm surge and tide will cause normally dry areas near the coast in flooded by rising sea level.
The surge will be accompanied "by large and destructive waves" and could register "isolated tornadoes" in some coastal areas by hurricane.
Arthur became the first hurricane of the season in the Atlantic basin, which began June 1 and ends November 30.
The National Oceanic and Atmospheric Administration U.S. (NOAA) has predicted this season for the formation of 8 to 13 tropical storms, of which between 3 and 6 come to hurricanes and one or two of them would be of a higher grade.
